DPP: China is using pomelo trade as united-front’s weapon [民進黨:大陸將文旦貿易視作統戰工具]

Mainland China announced that it would resume imports of Taiwan’s Mato buntan pomelo (文旦柚) from the 2nd, which must come from packaging factories and orchards that have been registered. In response to this, the China Department of the Democratic Progressive Party (民進黨, DPP) pointed out today (4 July) that China has once again “banned and then released” certain agricultural products in Taiwan, and has turned trade and trade into a tool of united warfare and a political weapon, which not only undermines international trade based on rules, but is also less conducive to the healthy development of cross-strait trade in fishery products.

Chen Binhua (陳斌華), spokesman for the Taiwan Affairs Office of the Mainland China, said a few days ago that the Chinese Kuomintang (國民黨, KMT) and Hualien County (花蓮縣) have repeatedly expressed their strong desire to restore pomelo to the Mainland China, and Hualien County has recently provided some rectification materials for the industry, and on the basis of comprehensive evaluation of relevant rectification measures and compliance with the relevant inspection and quarantine regulations of the Mainland China, the PRC’s General Administration of Customs has decided to resume the import of Taiwan’s pomelo from 2 July, and the relevant pomelo must come from the packaging factories and fruit orchards that have been registered.

The DPP said that the mainland China has resumed Taiwan’s Mato buntan pomelo import, but it also mentioned that “it must come from the packaging factories and fruit orchards that have been registered”, and the Taiwan Affairs Office of the PRC also mentioned political terms such as “the two sides of the strait are one family” and “oppose Taiwan independence”.

Not only that, the DPP pointed out that the press release of the Taiwan Affairs Office of PRC said that the reason for the opening up was that “Fu Kun-chi (傅崐萁), executive director of the KMT’s Central Policy Committee, and Taiwan’s Hualien County, have repeatedly expressed to China their hope for the restoration of pomelo and the transfer of the Taiwan’s pomelo to China.”

It is clear that he has a specific political purpose, and he wants to do good to Fu Kun-chi of the Kuomintang and strengthen his political power, as he is the “General Convener” of KMT in the Legislative Yuan.

The DPP has taken a step closer to making a list of records in the past on Taiwan’s fishery product imports, in which China not only often “pays lip service but does not come to the truth,” but also has not purchased China’s products in accordance with the agreement, and has more one-sidedly interrupted China’s product imports, thereby suppressing Taiwan and intervening in Taiwan’s elections.

The DPP believes that China is using economic and trade as a tool of united front warfare and a political weapon to propagate “one family on both sides of the strait” and “oppose Taiwan independence,” and to set up a stage for certain political figures as a favor. China’s practice of being a political leader in everything makes accepting its “political proposition” a prerequisite for “making profits.” The CCP has repeatedly claimed that as long as it supports the “92 consensus,” everything can be discussed, but it completely ignores the fact that epidemic prevention is a professional issue, and nakedly shows its attempt to “use business to force government” to force the Taiwan government to accept its political proposition by suppressing and opening up Taiwan’s agricultural and fishery industry to the market.

Therefore, the DPP condemns China’s repeated misdeeds of “political overriding the economy” and wants to force Taiwan to accept its political proposition by suspending and allowing Taiwan to import goods.

The DPP has also called on the mainland China not to regard economic and trade measures as a tool for united war against Taiwan’s agricultural fishing industry or for economic coercion, and not to “call for a halt first and then give profits.” Such a move will not only be of no help to the long-term development of the cross-strait fishery industry, but will also undermine the benign interaction between the two sides of the strait.


中國大陸宣布自2日起恢復進口台灣的文旦柚,這些文旦柚必須來自已獲得註冊的包裝廠和果園。對此,民進黨中國部在4日表示,中國再次對台灣特定農產品採取「先禁後放」的做法,將經濟貿易作為統戰工具和政治武器,這不僅破壞了以規則為基礎的國際貿易,也不利於兩岸農漁產品貿易的健康發展。

中國國台辦發言人陳斌華日前指出,中國國民黨及花蓮縣方面多次向中國大陸表達了恢復文旦柚進口的強烈願望。近期,花蓮縣方面提供了一些業者的整改資料,經過綜合評估相關整改措施並確認符合中國大陸的檢驗檢疫規定後,海關總署決定自2日起恢復台灣文旦柚的進口,相關文旦柚必須來自已註冊的包裝廠和果園。

民進黨指出,中國大陸已恢復台灣「文旦柚」的輸入,但強調這些產品必須來自已獲得註冊的包裝廠和果園。國台辦則提到「兩岸一家親」和「反對台獨」等政治語言,民進黨中國部對此表示質疑,認為這些言辭充滿政治意味,似乎暗示這些特定的「文旦柚」都在支持「反台獨」。

此外,民進黨還指出,國台辦的新聞稿中提到,開放輸入的原因是因為「國民黨中央政策會執行長傅崐萁及台灣花蓮縣等方面多次向中國強烈表達希望恢復文旦柚輸入」,這顯然是出於特定的政治目的,意在為國民黨的傅崐萁增添支持,尤其是在立法院即將開議的情況下。

民進黨進一步列舉過去台灣農漁產品對中國的輸出紀錄,指出中國不僅常常口頭承諾卻未實際購買台灣產品,還多次單方面中斷台灣產品的輸入,藉此打壓台灣並干預台灣的選舉。

民進黨指出,中國將經濟和貿易視為統戰的工具和政治武器,藉此宣揚「兩岸一家親」和「反對台獨」,並為特定政治人物提供舞台。中國的做法將政治置於首位,使得接受其「政治主張」成為獲利的前提。中共多次聲稱只要支持「九二共識」,就可以進行各種談判,卻完全忽視檢疫問題的專業性,明顯顯示出其「以商逼政」的意圖,通過打壓台灣農漁產品的出口,迫使台灣政府接受其政治立場。

因此,民進黨譴責中國屢次將「政治凌駕經濟」的不當行為,試圖通過中斷或放行台灣商品的進口,迫使台灣接受其政治主張。

民進黨呼籲中國大陸,不要將經貿措施作為對台農漁業的統戰或經濟脅迫的手段,避免「先喊停、再給利」的做法,因為這不僅對兩岸農漁產業的長期發展毫無益處,還會損害兩岸之間的良性互動。
