Taiwan plans to request that the international community intervene to prevent China from misinterpreting UN Resolution 2758 during the upcoming UN General Assembly, according to the Ministry of Foreign Affairs (MOFA) statement yesterday.
The ministry shared these details at a press conference in Taipei, outlining its goals for enhancing Taiwan’s presence the global organizations. This strategy was initially proposed at the IPAC meeting in July and has now been adopted as Taiwan government policy.
The 79th UN General Assembly will convene next Tuesday at its New York headquarters, with the general debate scheduled from September 24 to 28. This session will center on the theme: “Leaving no one behind: Acting together for the advancement of peace, sustainable development and human dignity for present and future,” as noted by Deputy Minister of Foreign Affairs Tien Chung-kwang.

Tien noted that Taiwan’s population of 23.5 million continues to be sidelined by the UN.
He explained, “This injustice stems from China’s malicious twisting of UN Resolution 2758, aiming to deceive the international community into equating the resolution with its so-called ‘one China’ principle.”
China falsely asserts that Taiwan is part of the People’s Republic of China (PRC) and claims authority to represent it, Tien added. He emphasized that this claim disregards Taiwan’s status as a sovereign nation with legitimate rights to participate in the UN.
When asked about Taiwan’s focus on clarifying Resolution 2758 this year, Tien referred to Nauru’s recent decision to sever diplomatic ties with Taiwan, citing the resolution and the ‘one China’ principle as justification.
He warned that if Taiwan fails to clarify the resolution’s interpretation among UN member states soon, the PRC may disrupt the current ‘status quo’ where neither Taiwan nor the PRC asserts dominance over the other.
Beijing is likely to continue distorting the resolution to use it as a legal justification for potential military action against Taiwan, framing the cross-strait situation as a domestic issue, he added.
MOFA plans to emphasize three key points in its appeal to the UN:
- The UN should recognize and address the malicious distortion of Resolution 2758, which threatens the cross-strait ‘status quo’ and jeopardizes peace and stability in the Indo-Pacific.
- Resolution 2758 does not preclude Taiwan from meaningful participation in UN activities. The UN should facilitate Taiwan’s involvement in ways that allow it to contribute to sustainable development goals.
- The UN Secretariat must maintain neutrality, refraining from misusing Resolution 2758 to block Taiwanese nationals and media from accessing UN facilities or events. The ministry noted that Taiwan’s consistent, moderate approach over the past eight years has gained international recognition and support for its quest for participation in global affairs.
In addition to inviting permanent representatives from allied countries to jointly address UN Secretary-General Antonio Guterres, the ministry will encourage them to advocate for Taiwan during the general debate and other assembly events this year.
Earlier this year, the US government publicly rejected the misuse of Resolution 2758 in a four-point statement, and in July, delegates at the Inter-Parliamentary Alliance on China Policy summit initiated the 2758 Initiative, vowing to pass resolutions in their parliaments to counter Beijing’s distortion of the resolution and international law related to Taiwan’s status. Last month, the Australian Senate unanimously adopted an “urgency motion” condemning China’s misrepresentation of Resolution 2758.
