Taiwan’s Premier Cho Jung-tai (卓榮泰) said during his visit to Taiwan’s China Ship Building Corporation, (CSBC) yesterday (06/09) that the submarine plan and budget have been approved a few days ago, and a total of seven new-type submarines have been planned to be built.
Yesterday, Cho Jung-tai accompanied by Kaohsiung Mayor Chen Chi-mai (陳其邁), DPP Legislators Lai Jui-Lung (賴瑞隆), Hsu Chih-Chieh (許智傑), Chiu Yi-Ying (邱議瑩), Lee Kun-Tse (李昆澤), and Huang Jie (黃捷), inspected the CSBC.
Cho Jung-tai said that CSBC is facing challenges in operation and finance, as well as strong threats from foreign competitors, and hopes that Huang Cheng-Hung(黃正弘), the CSBC Chairman, will be able to adjust the company’s financial structure with a new concept.
Cho Jung-tai hopes that Huang Cheng-Hung will use a new concept to adjust the company’s financial structure, move forward in the direction of health and sustainability, and continue to develop and cultivate more outstanding talents, develop innovative technologies, and enhance international competitiveness, so as to achieve the three missions of safeguarding national security, building clean and sustainable and developing Taiwan’s marine power.
Kaohsiung Mayor Chen Chi-mai said in his speech that the shipbuilding industry chain has brought about a very large number of employed people in Kaohsiung, and he jokingly said that “the affairs of CSBC are the affairs of Kaohsiung, and if CSBC is good, Kaohsiung will be good,” thus showing the important position of CSBC in Kaohsiung’s industrial chain.
Chen Chi-mai also thanked the Executive Yuan for supporting the transformation of CSBC with policies such as the national construction of national warships and offshore wind and electricity, and many legislators of the Legislative Yuan have made every effort to keep the budget so that CSBC can gradually grow and stand steady in the wind and rain, and the Kaohsiung Government will continue to work closely with the central authorities to help the operation and development of the state’s shipbuilding industry in the future.
Huang Cheng-Hung, chairman of the board of directors of CSBC, pointed out in a briefing that the operating conditions of CSBC have not been very satisfactory in recent years, and as of June this year, the net loss before taxes was about 700 million TWD, and the current debt-to-asset ratio has dropped to 67%, which is a significant improvement from last year’s ratio of 82.02% and the 2022’s ratio of 78.70%, but it still needs to continue to make efforts.
Huang Cheng-Hung said: The shipbuilding industry is the most important thing for Taiwan, because Taiwan is an island country and is closely related to people’s livelihood and national defense, and in addition to satisfying Taiwan’s shipbuilding industry, CSBC must also win the International competitions and win international orders to make up for the problem of insufficient international merchant shipping orders in recent years.
行政院長卓榮泰於昨日(6日)前往高雄參訪台灣國際造船公司 (台船),並表示潛艦計畫及預算已獲核定,計劃建造7艘新式潛艦,國家的安全將由台船負責,期望台船能夠圓滿完成這項任務。
卓榮泰在高雄市長陳其邁及多位民進黨立委的陪同下,對台船公司進行了視察。他指出,台船在經營和財務上面臨挑戰,並受到國外競爭對手的威脅,期待台船董事長黃正弘能夠以全新思維來調整公司的財務結構。
卓榮泰希望黃正弘能夠朝著健康永續的方向發展,持續挖掘和培養優秀人才,研發創新技術,提升國際競爭力,以實現守護國家安全、推動淨零永續及發展台灣海洋力量的三大使命。
高雄市長陳其邁在致詞中提到,造船產業鏈為高雄帶來了大量就業機會,並幽默表示「台船的事就是高雄的事,台船好、高雄就會好」,顯示出台船在高雄產業鏈中的重要性。
陳其邁也感謝行政院對於國艦國造及離岸風電等政策的支持,幫助台船轉型,並指出立法院多位立委全力維護預算,使台船在困境中逐漸成長,穩住腳步,未來高市府將持續與中央密切合作,共同推動國家造船產業的發展。
台船董事長黃正弘在簡報中提到,近年來台船的營運狀況不佳,截至今年6月,稅前純損約7億元,負債約99億元,負債占資產比率已降至67%,較去年82.02%及111年78.70%有顯著改善,但仍需持續努力。
黃正弘強調,船舶產業對台灣至關重要,因為台灣是一個海島國家,與民生和國防息息相關。台船不僅要滿足台灣的船舶需求,還需在國際市場上競爭,爭取國際訂單,以解決近年來國際商船訂單不足的問題。
