the Straits Exchange Foundation‘s budget will increase to TW$259.57 million

In its 2025-year budget, the ROC’s Mainland Affairs Council has significantly increased its donations to the Straits Exchange Foundation (SEF), from TW$184.355 million last year to TW$259.57 million, an increase of 40.80%.

Hsu, Yu-Chen (許宇甄), the Kuomintang’s legislator pointed out that, it is necessary to face squarely the current deadlock between the two sides of the strait; since the Democratic Progressive Party (DPP) came to power, cross-strait relations have continued to deteriorate, Beijing’s policy toward Taiwan has become increasingly tough, and official exchanges between the two sides of the strait have almost come to a standstill.

in particular, the SEF platform, which was originally set up to promote cross-strait communication and cooperation, has now been reduced to a virtual organization, with only the function of document verification remaining, and the normal exchanges and economic and trade cooperation between the personnel of the two sides that the Chinese people care about, and the information transmitted to the other side through the SEF have all been “no longer read.” Not to mention promoting substantive exchanges, the budget for next year will skyrocket by more than 70 million, which is really heartening.

Hsu Yu-Chen said that President Lai Ching-te’s (賴清德) inaugural speech has brought cross-strait relations to a high degree of uncertainty risk, and the mainland has not yet released the opportunity and attitude for talks. She said that the financial and accounting units would ask the agencies to estimate their budgets for next year in May, and that the new chairman of the SEF at that time was none other than the DPP’s Cheng Wen-tsan (鄭文燦), does this mean that the Lai government was deliberately creating more resources for Cheng so that he could “do something” in his new post? Or is it because of Cheng Wen-tsan’s special political status, the government has deliberately increased this budget in order to give him “face”?

Hsu Yu-Chen believes that under the current cross-strait situation, the SEF has no practical function to speak of, its past business has almost completely stopped, and the increase in its budget is so large that it is undoubtedly wasting taxpayers’ money. What’s more, it is still unknown how exactly this money will be used. If the SEF still does nothing in the future, this amount of money can only be “meat buns beating dogs, and there is no return.”

Hsu said: After Zheng Wencan’s resignation, the future of the SEF is even more uncertain. Is there a need for this budget to continue to exist? She called on the government to immediately review the budget, cut down on unnecessary spending, and use resources where they can really improve people’s lives.


陸委會在114年度的預算中,對海峽交流基金會(海基會)的捐助金額大幅提升,從去年的1億8435萬5千元 (台幣,下同)增至2億5957萬元,增幅達到40.80%。

國民黨立委許宇甄強調,必須正視當前兩岸的僵局。自民進黨執政以來,兩岸關係持續惡化,北京對台的政策愈加強硬,官方交流幾乎陷入停滯。海基會原本設立的目的是促進兩岸的溝通與合作,但如今卻淪為名存實亡的機構,僅剩文書認證的功能。國人關心的雙方人員正常往來及經貿合作,透過海基會傳遞的信息也遭到「已讀不回」,更無法推動實質性的交流,然而明年度的預算卻暴增7000多萬元,實在令人困惑。

許宇甄指出,總統賴清德的就職演說使兩岸關係面臨高度不確定的風險,而陸方至今仍未釋放對話的機會與態度。在這種情況下,政府卻決定大幅增加海基會的預算,這不禁讓人懷疑其背後的動機與考量。她提到,財政和主計單位會在五月請各機關提出明年度預算,而新任海基會董事長正是民進黨的鄭文燦,這是否意味著賴政府當時是在為鄭文燦創造更多資源,以便他在新職位上能有所作為?或者是因為鄭文燦的特殊政治地位,政府特意增加這筆預算以給他「面子」?

許宇甄認為,在當前兩岸形勢下,海基會已無實際功能,過去的業務幾乎全面停擺,卻仍然有如此大的預算增幅,無疑是在浪費納稅人的錢。而且,這筆錢的具體使用情況仍然不明。如果未來海基會依然無所作為,這筆錢就只能是「肉包子打狗,有去無回」。

她指出,鄭文燦辭職後,海基會的未來更是充滿不確定性。這筆預算是否還有存在的必要?她呼籲政府立即檢討這筆預算,刪減不必要的支出,將資源用於真正能改善民眾生活的地方。
