The Tainan District Prosecutors Office
On 18th Sept., The Tainan District Prosecutors Office of the Taiwan High Prosecutors Office announced that it had cracked the CCP’s plan of developing spys in Taiwan, and investigated and prosecuted 23 people, of whom 8 were active military personnel, covering the army, navy, air force, and coast guard, and the highest rank was captain, and the non-commissioned officers and men who leaked secrets were all in debt.
The Tainan District Prosecutors Office said that in April of this year, they investigated and handled a total of 29 premises in four waves of searches, seized 9 military secret materials and 1 official secret information, and summoned 49 people to the case.
According to the prosecution’s investigation, the brothers surnamed Xu repeatedly went to Macao, China and the Zhuhai Hengqin Special Zone, and in September of 2021, they met “Brother Long”, “Brother Wai”, who served as the owner of the casino hall in Macau, and also set up a company number in the Hengqin Special Area of Zhuhai, and collected military intelligence from Taiwan.
After the brothers surnamed Xu were absorbed by the other party, from January 2021, they could receive a remuneration ranging from NT$2,000 to NT$30,000 for each active-duty soldier recruited, luring 13 people including a man surnamed Sun, and then looking for indebted soldiers with capital needs through online lending companies and pawnshops.
The brothers surnamed Xu controlled the communist spy group and contacted a total of 21 active-duty soldiers, of which 8 soldiers including the surname Cai agreed to cooperate in stabbing military materials, handed them over to the brothers surnamed Xu and the man surnamed Sun to remake them, and transmitted them to Brother Long and others through mobile phone communication software, and then paid the active-duty soldiers a monthly or each bribe equivalent to military salary.
According to the prosecution’s statistics, the criminal proceeds of the brothers surnamed Xu in the past two years have been as high as NT$3,975,731, the man surnamed Sun is NT$266,400 yuan, the other non-military defendants are NT$30,000 to 50,000, and the active military personnel are NT$10,000 to 193,736 , with a total bribe of about NT$5 million.
After the prosecution’s interrogation, 15 people, including the brother surnamed Xu, were prosecuted for violating the National Security Law and the Anti-Corruption Ordinance; Eight servicemen were prosecuted for violating the Criminal Law of the Army, Navy and Air Force and the Anti-Corruption Regulations.
台灣高等檢察署台南檢察分署於今天（18日）宣布成功破獲一個共諜組織，該組織在台灣發展並刺探軍事機密，最終起訴23人，其中包括8名現役軍人，涵蓋陸、海、空軍及海巡署，軍階最高為上尉。這些洩密的軍士官兵均面臨負債問題。
台南高分檢表示，自今年4月以來，針對共諜案展開調查，執行了4波搜索行動，查獲29個地點，扣押了9項軍事機密資料及1項公務秘密資料，並傳喚了49人到案。主嫌許姓兄弟及孫姓男子等3人已被聲押禁見。
檢方調查發現，許姓兄弟曾多次前往中國澳門及廣東省珠海市的橫琴粵澳深度合作區，於2021年9月結識了在澳門經營賭場的「龍哥」和「威哥」，並在珠海橫琴專區設立公司，專門蒐集台灣的軍事情報。
自111年1月起，許姓兄弟以每吸收一名現役軍人可獲得新台幣2000元至3萬元的報酬來利誘孫姓男子等13人，並透過網路借貸公司和當鋪尋找有資金需求的負債軍人。
許姓兄弟操控的共諜集團共接觸了21名現役軍人，其中8名軍人同意合作刺探軍事情資，並將情報交給許姓兄弟和孫姓男子翻拍，透過手機通訊軟體傳送給「龍哥」等人，並支付現役軍人每月或每次相當於軍餉的賄賂。
檢方統計，許姓兄弟在兩年多的犯罪活動中獲利高達397萬5731元，孫姓男子獲利26萬6400元，其他非軍人被告的獲利在3萬元至5萬元之間，而現役軍人的獲利則在1萬元至19萬3736元之間，行賄總額約為500萬元。涉案的現役軍人來自陸、海、空軍及海洋委員會海巡署，軍營分布於台灣各地，軍階包括上尉、士官及士兵。
檢方已對許姓兄弟等15人以違反國家安全法及貪污治罪條例等罪名提起訴訟；同時，8名現役軍人也因違反陸海空軍刑法及貪污治罪條例等罪名被起訴。
