China’s Ministry of Finance announced this evening (18th,Sept) that because Taiwan has unilaterally adopted discriminatory prohibitions and restrictions on the export of mainland products, which has seriously hindered cross-strait economic and trade cooperation, the Customs Tariff Commission of the State Council of China announced that it will stop implementing the import tariff exemption policy for 34 agricultural products such as fresh fruits, vegetables and aquatic products originating in Taiwan from September 25.
After comparison, these 34 Taiwan agricultural products include 15 fruits, namely coconut, betel nut, pineapple, bara, mango, grapefruit, papaya, peach, plum, shakya, star fruit, lotus mist, date, persimmon, and loquat.
There are also 11 vegetables, namely kale, cauliflower, loofah, cabbage, bok choy, bitter gourd, onion, carrot, lettuce, taro and wasabi.
There are also 8 aquatic products, namely dace, mackerel, hairtail, flounder, herring, sea bass, shrimp, and mussels.
According to CCTV News and other mainland media reports, China’s Ministry of Finance also said that from September 25, the import tariffs on the above 34 related agricultural products will be “implemented in accordance with the current relevant regulations”.
According to the report, the Customs Tariff Commission of the State Council of China issued the announcement on September 14.
The announcement also mentioned that the current three notices, namely the “Notice of the Customs Tariff Commission of the State Council on the Mainland’s Implementation of Zero Tariff on 15 Imported Fruits Originating in Taiwan”, the “Notice of the Customs Tariff Commission of the State Council on the Mainland’s Exemption of Import Tariffs on Some Imported Agricultural Products Originating in Taiwan” and the “Notice of the Customs Tariff Commission of the State Council on Clarifying the Scope of Tariff Codes for Tax-exempt Agricultural Products Originating in Taiwan”, will be repealed at the same time.
In this regard, Chen Binhua, spokesman for the Taiwan Affairs Office of the State Council, said, “The mainland side adheres to the concept of ‘one family on both sides of the strait’, and since August 1, 2005 and March 20, 2007, 34 agricultural products originating in Taiwan have been exempted from import tariffs in two batches, such as fresh fruits, vegetables and aquatic products, which has effectively helped Taiwan’s agricultural products open up the mainland market, and Taiwan’s farmers and fishermen have obtained ‘tangible benefits’.”
Chen Binhua declared, “Since the ‘Lai Ching-te administration’ came to power, it has stubbornly adhered to the independence of Taiwan, continuously carried out provocations to seek independence, escalated cross-strait hostility and confrontation, hindered cross-strait exchanges and cooperation, and still unilaterally restricted the import of more than 1,000 agricultural products from the mainland, seriously harming the well-being of compatriots on both sides of the strait. In view of this, the Customs Tariff Commission of the State Council issued an announcement today that it has decided to suspend the implementation of the policy of exempting 34 agricultural products from import tariffs on Taiwan from September 25, 2024, and the Taiwan Affairs Office of the State Council expresses “strong support” for this.
中國財政部今天(18日)晚間表示,由於台灣單方面對中國大陸產品的出口實施歧視性禁令和限制,嚴重妨礙了兩岸經貿合作,因此中國國務院關稅稅則委員會決定自9月25日起停止對原產於台灣的34項農產品免徵進口關稅的政策。
這34項台灣農產品中包括15種水果,具體為椰子、檳榔、鳳梨、芭樂、芒果、柚子、木瓜、桃子、梅子、釋迦、楊桃、蓮霧、棗子和枇杷。此外,還有11種蔬菜,包括甘藍、花椰菜、絲瓜、青江菜、小白菜、苦瓜、洋蔥、胡蘿蔔、萵苣、芋頭和山葵。水產品方面則包括鯧魚、鯖魚、帶魚、比目魚、鯡魚、鱸魚、蝦和貽貝。
根據央視新聞等媒體的報導,中國財政部指出,自9月25日起,這34項農產品的進口關稅將根據現行規定執行。報導還提到,中國國務院關稅稅則委員會於9月14日發布了相關公告。
公告中提到,現行的三項通知,包括「國務院關稅稅則委員會關於大陸對15種原產台灣地區的進口水果實行零關稅的通知」、「國務院關稅稅則委員會關於大陸對部分原產於台灣地區的進口農產品免徵進口關稅的通知」及「國務院關稅稅則委員會關於明確對台免稅農產品稅號範圍的通知」,將同時廢止。
對此,中國大陸國台辦發言人陳斌華表示,大陸一直秉持「兩岸一家親」的理念,自2005年和2007年起,對原產於台灣的34項農產品實施免徵進口關稅政策,這一政策有效幫助台灣農產品進入大陸市場,讓台灣農漁民獲得了實際利益。
陳斌華還指出,自「賴清德當局」上台以來,堅持台獨立場,持續進行挑釁,升高兩岸敵意,阻礙交流合作,至今仍單方面限制大陸超過1000項農產品的輸入,嚴重損害兩岸同胞的福祉。基於此,國務院關稅稅則委員會今天發布公告,決定自2024年9月25日起停止對台灣34項農產品的免徵進口關稅政策,國台辦對此表示「強烈支持」。
