Lai Ching-te, the President of R.O.C. delivered a video speech at the 2024 Concordia Annual Summit , a non-profit organization in New York, in addition to pointing out China’s malicious distortion of UN General Assembly Resolution 2758, but also reiterating the “Four Pillars of Peace Action Plan”, hoping to work with democracies to hold up the “democratic umbrella” and jointly curb the encroachment of authoritarianism.
President Lai was invited by Concordia to deliver a speech via video. In his speech, the President first stated that his goal is to strengthen Taiwan and promote global democracy, peace and prosperity with a stronger Taiwan. He sincerely hopes that Taiwan and democratic countries can join hands to hold up the “democratic umbrella” to curb the encroachment of authoritarianism and open a new page for the development of democracy around the world, just like the theme of the Concordia conference: “Navigating a New Era”.
Lai said that the development of global democracy is being seriously undermined, authoritarianism continues to expand, Russia has invaded Ukraine for more than two years, China has also intensified military intimidation in the Taiwan Strait, the East China Sea and the South China Sea, and affected global peace and stability with gray zone strategies such as economic coercion and cognitive warfare.
He also stressed that democratic Taiwan and authoritarian China are not subordinate to each other, which is an objective fact that has long been recognized internationally, but China maliciously distorts UN General Assembly Resolution 2758.

The President Lai thanked United States and the Inter-Parliamentary Alliance for China Policy (IPAC) for taking concrete action against China’s misinterpretation, and hoped that more countries would join forces to support democratic Taiwan and make democracy stronger.
The President Lai stressed that China’s threat to Taiwan is a threat to the international community as a whole; China not only wants to change the status quo in the Taiwan Strait, but also tries to change the rules-based world order and achieve hegemony in the international community. Therefore, Taiwan’s priority is to actively promote the four-pillar action plan for peace and maintain peace and stability in the Taiwan Strait. He believes that even if the road ahead is difficult, as long as we walk side by side, we can deepen democracy, sustain peace, and prosper together.

總統指出，全球的民主發展正面臨嚴重挑戰，威權主義持續擴張。自俄羅斯入侵烏克蘭以來已超過兩年，中國在台灣海峽、東海及南海的軍事威脅也日益加劇，並透過經濟脅迫和認知作戰等灰色地帶策略影響全球的和平與穩定。
他強調，中國經常利用法律戰和扭曲歷史來擴張權力，並重申民主台灣與專制中國之間的獨立關係，這一點早已為國際社會所認可。然而，中國卻惡意扭曲聯合國大會第2758號決議，並不當地將其與「一中原則」相連結，聲稱台灣是中華人民共和國的一部分，無權參與聯合國及其他國際組織。
賴總統感謝美國及「對中政策跨國議會聯盟」（IPAC）對中國錯誤解釋的具體反對行動，並期待更多國家能支持民主台灣，增強民主的力量。
他強調，中國對台灣的威脅同樣是對整個國際社會的威脅；中國不僅試圖改變台海現狀，還企圖顛覆以規則為基礎的世界秩序，實現其霸權目標。因此，台灣的首要任務是積極推動「和平四大支柱行動方案」，以維持台海的和平與穩定。他相信，儘管前路艱難，只要攜手同行，就能深化民主、持續和平，並共同邁向繁榮。
