The Ministry of National Defense said that since 03/09, it has successively obtained various types of fighter aircrafts, helicopters and unmanned aircraft of the Mainland China, and cooperated with the ground force of amphibious ships and roll-on/roll-off ships(RORO) to engage in joint landing practice in the waters near Dacheng Bay in Dongshan, Fujian (福建東山大埕灣). It is worth noting that this is the first time that the Ministry of National Defense (MND) has made public the People’s Liberation Army (PLA) practice with RORO ships , which seems to indicate that the threat of the CCP is now more serious.
Before this year’s Han Kuang exercise No.40 , DPP legislator Wang Ting-Yu was concerned that in previous years, the subjects of the Han Kuang exercise would be judged according to different regional conditions, and whether there were new subjects this year, such as China’s large-scale production of RORO ships that looked like civilian ships in recent years, so as to place personnel and armored vehicles in the RORO ships “from the stage to the war.”
Chiu Kuo-cheng, the Minister of National Defense at that time, responded that this year’s Han Kuang exercise was a drill aimed at the current situation, and there would definitely be new subjects, but the existing subjects would also be strengthened.
In response to the question of whether or not to include the issue of the RORO ships, Chiu Kuo-cheng pointed out that it is “inevitable” and that any change in hostility is the basis for the design of the subject.
At a regular press conference of the Ministry of National Defense later, the director of the Joint Operations Planning Division of the Planning Office stressed that, the rolling RORO ships was a “long-term threat” and that the Taiwan’s National Army had included it in the exercise planning part.
國防部表示，自9月3日以來，已陸續偵測到中共各型主力及輔助戰機、直升機和無人機，並配合兩棲艦船及滾裝貨輪運載地面部隊，在福建東山大埕灣附近海域進行聯合登陸演練。值得注意的是，這是國防部首次公開解放軍滾裝貨輪的演練情況，顯示出中共在運用這些資源上所帶來的威脅更加嚴重。
在今年的漢光40號演習之前，民進黨立委王定宇表示關切，指出往年漢光演習的科目設定通常會根據區域局勢的變化進行調整。他詢問今年是否會有新的科目，例如中國近年來大量製造外觀類似民用船隻的滾裝貨輪，以此將人員和戰甲車裝載在貨輪中進行“由演轉戰”的情況。
時任國防部長邱國正回應稱，今年的漢光演習將針對當前的局勢進行演練，新的科目肯定會有，同時也會加強現有科目的訓練。對於是否將滾裝貨輪納入演習設想，邱國正表示“必然”，任何敵情的變化都是科目設定的依據。隨後，在國防部的例行記者會上，作戰計劃處長董冀星少將再次強調，滾裝貨輪構成了“長期威脅”，國軍在演習的設想設計中已將其納入考慮。
值得注意的是，這是軍方首次公開揭示中共解放軍利用滾裝貨輪運載地面部隊進行演練的情況，同時也是第一次發布中共夜間聯合登陸演習的相關信息，顯示出中共對台的侵擾力度正在加大。
