87% of the CCP’s espionages reported by officers and soldiers

The CCP’s infiltration into Taiwan continues, and Taiwan’s defense department pointed out that from 2011 to 2023, 86.8% of the cases involving communist espionage were reported or discovered by Taiwanese officers and soldiers, and the key to solving the cases depends on the fact that most officers and soldiers have confidentiality and espionage, security vigilance, and awareness of friend and foe, and the total number of legal education classes in 2023 is 824,401.

When the Legislative Yuan examined this year’s budget last year, it made a major resolution requesting the Ministry of National Defense to submit a written report to the Foreign Affairs and National Defense Committee of the Legislative Yuan on strengthening the education of the national army’s loyalty, national identity, and the duty and obligation to defend the country.

The Ministry of National Defense pointed out in the report that in order to enhance the concept of secrecy and law and discipline among Taiwan military cadres, the awareness of abiding by law and discipline has been strengthened through three major aspects: secrecy, military discipline, and rule of law education.

With regard to secrecy education, Taiwan’s defense department said that from 2011 to 2023, 86.8 percent of the cases involving retired personnel of the Taiwan military involved in consespionage were reported or discovered by Taiwan officers and men, and the key to solving the cases depended on the fact that the majority of officers and men had secrecy and anti-espionage, security vigilance, and awareness of friend and foe.

The Ministry of National Defense pointed out that in order to prevent the CCP’s infiltration and sabotage of the national army, the deputy minister convened senior generals and important cadres of the whole army for a total of 47 sessions in 2023.

As for military discipline education, the defense department mentioned that in order to implement the ability of cadres to prevent and deal with hazards, it conducts the education of the Taiwan military’s military discipline project every year to improve the cadres’ ability to maintain military discipline and security.

In addition, in response to the fact that a small number of officers and soldiers have been defrauded and contaminated with gambling in recent years, resulting in financial imbalance and improper borrowing, which in turn has led to the leakage of dangerous secrets, the “Supplementary Regulations on the Prevention and Handling of Cases Involving Fraud, Gambling, and Improper Lending by the National Army” was promulgated on November 30, 2023, for troops at all levels to deal with similar cases.

With regard to education on the rule of law, Taiwan’s defense department explained that in 2023, the Taiwan military has conducted a total of 7,809 legal education sessions, with a total of 824,401 lectures, and in order to make the concept of the rule of law deeply rooted in the hearts of officers and soldiers, it has also carried out education and propaganda in a variety of ways such as social media such as Facebook and IG, advocacy posters, and propaganda materials, so as to increase the reach rate and interest of young officers and soldiers in learning.

In view of the efforts to improve the work, Taiwan’s defense department pointed out that it has already standardized laws and regulations related to espionage and leakage of secrets, as well as penalties for violations, as well as a reward system for whistleblowing, listed the self-confession questionnaire publicity matters of officers and soldiers, cooperated with the annual anti-spy project inventory, and carried out in-depth assessment of officers and men who went abroad abnormally, violated confidentiality regulations, and had financial imbalances.

In addition, in response to the intensification of the CCP’s united front and infiltration methods, it is planned to shoot works such as security unit dramas, special books, and four-panel comics to increase the reading and reach of officers and soldiers, and continue to invite procuratorial and police organs at all levels to enter the camp to publicize and educate, and strengthen the concept of the rule of law among officers and soldiers.
