Ko Wen-je (柯文哲), the former Taipei mayor and Taiwan People’s party leader, has been arrested in a corruption investigation into a major real estate development project in the Taiwanese capital.

Mr.Ko was arrested after investigators searched his home and questioned him for hours.

Background

Located in Taipei City, Core Pacific City (京華城) opened in 2001 and was one of the landmarks of the time. However, due to poor management, the mall closed in 2019. Subsequently, Core Pacific Group (CP Group,威京集團) obtained the development rights of the site and began the construction of urban planning and commercial buildings.

Problem of floor area ratio bonus

In the process of obtaining the plot ratio, CP Group was questioned whether it enjoyed privileges or improper transfer of benefits. Taipei City Councilor Yu Shuhui (游淑慧) pointed out that Ko Wen-je held several meetings to discuss the Core Pacific City’s plot ratio case during his time in the city government, and the process was full of suspicions, believing that there was a suspicion of improper intervention. The plot ratio of Core Pacific City has increased from 392% to 840%, raising doubts about the voice of CP Group. After receiving a report from the public, the Taipei District Prosecutor’s Office listed Ko Wen-je as a defendant and launched an investigation.

Arrest

On August 30, 2024, investigators from the Taipei District Prosecutors Office (TDPO) and the Agency Against Corruption (AAC) went to Ko Wen-je’s residence in Taipei City at 6:20 a.m. to conduct a search. However, the search was hampered by a lack of answer when the doorbell was ringed, and the door was not opened until 7.35 a.m., allowing investigators to enter and search.

The investigation is expected that after the search is completed, Ko Wen-je will be directly named as the defendant, and the four relevant persons will be brought back to the AAC for interrogation, and then sent to Taipei District Prosecutors Office for re-interrogation in the evening.

The Taiwan People’s Party issued a statement today, saying that although it could not know the reason and necessity of the search for the Central Party Headquarters and other places, it would still cooperate with the investigation, fully support Chairman Ko Wen-je in defending his innocence, and called on the prosecutor to follow the principle of non-disclosure of the investigation and avoid leading the outside world to make judgments before trial.
